What is a blacklist and whitelist?

Blacklist
A blacklist is a list of Email address and domain names that are know to be sources of spam. The goal of the blacklist is to provide information that can be used in conjunction with mail filters to filter out undesirable emails.

Whitelist
A whitelist is a list of E-mail addresses or domain names from which an E-mail blocking program will allow messages to be received.
